Aylesham & Snowdown Welfare Bowls Club

                                Club Rules

       

1)         The club shall be known as the Aylesham and Snowdown Welfare Bowls Club

 

2a)       The club shall be managed by a committee consisting of the President,

Chairman, Vice Chairman, Secretary, Treasurer, Men’s Captain, Men’s Vice Captain, Ladies Captain, Competitions Secretary, Men’s Match Secretary, Ladies Match Secretary, Greenkeeper, Ladies Secretary, Short Mat Fixture Secretary, Long Mat Fixture Secretary, Entertainments Secretary, Bar Administrator and two other members. With the exception of the President, the Short Mat Fixture Secretary and the Long Mat Fixture Secretary all committee members shall retire annually at the Annual General Meeting but be eligible for re-election. The President shall be elected for a three year term and can only serve one term unless at the end of the term there are no other nominations in which case a second term may be served. The Short Mat Fixture Secretary and     Long Mat Fixture Secretary shall be eligible for re-election but shall retire annually and shall be elected at the pre season meeting. Five shall form a quorum.

 

2b)       The Duties of the Committee shall be:

To keep accurate accounts of the finances of the Club through the Treasurer.  These should be available for reasonable inspection by members and should be examined by the appointed accounts examiner before every annual general meeting.  The Club shall maintain a bank current account.  Any cheques drawn against the club funds should be signed by the Treasurer and one other officer.

 

2c)       A non committee position of Vice President will be elected at a general meeting of the membership. The member filling this position will deputise during the absence of the incumbent President. Under normal circumstance the Vice President will succeed as President when the incumbent President retires. This succession to be ratified at the AGM

 

2d)       A Sub-Committee shall be formed as a Selection Committee responsible to the Committee, comprising of the Men’s Captain, Men’s Vice Captain and one other member to be elected at the AGM (non Committee Member unless already an elected member) to be responsible for the selection of all County Competitions and non-domestic annual competitions.

 

3)         The duties of the Captain and Vice Captain shall be shared on a weekly basis,

throughout the season.  One to carry out the duties during the week the other at the weekend.

 

4)         The objects of the club shall be to promote the playing of bowls at the Aylesham & Snowdown Bowls Club and for the social intercourse of the members.

 

5)         During winter months the committee will ensure that home short mat

            fixtures do not clash with the 2 nights of the long mat bowls. Short mat

            roll ups and approved competitions only may be played on these nights.

6)         No fixtures can be arranged indoors or outdoors except by agreement with

            the relevant Match Secretary.

 

7)         No member shall be permitted to purchase or consume intoxicating liquor on the premises of the club whilst under the age of 18 years.

 

8)         Membership fee will become payable on the first day of January each year. Failure to pay membership fee by 31st January will result in a lapse of membership.

 

9)         Every candidate for admission as a member shall be proposed by one of the club members and seconded by another. The proposal shall be posted   prominently at the club premises at least two days preceding the day when the candidate comes up for election by the committee.   

 

There is no lower age limit to membership but children under the age of 12 will need to have confirmation from the relevant club coach that they are capable of play before the committee will consider their acceptance.

 

10)       The Chairman shall not have the right to vote, except when voting results in a tie, when he/ she shall have a casting vote.

 

11)       The committee shall have sole power to elect persons to membership of the club and to expel or suspend any member of the club if it shall be of the opinion that the interests of the club so require.

 

            In the event of a hearing which may lead to the suspension or expulsion of a member, two thirds or more of the committee must be present. Evidence supporting the proposed suspension or expulsion shall be put to the committee and recorded. The member involved shall have the right to appear before the committee, to hear the evidence against him/her, and to put to the committee their case.

 

            Having heard all of the evidence on both sides the committee shall vote on             appropriate action. Suspension or expulsion can only be enacted on the unanimous vote of those committee members present.

 

            The member involved must be informed, in writing, of the committee decision      within 7 days of the committee meeting. If the member wishes to appeal to the   KCBA the committee must be informed, in writing, within 14 days of the date of the letter advising suspension or expulsion. In the event of an appeal the member retains his/her rights within the club until the procedure has been exhausted.

            The duration of the suspension shall run from the date of the original committee letter in the event of an unopposed suspension, or from the date of the final hearing in the event of an appeal.

 

12)       One member shall be elected to be in sole charge of the green and will be known as the Greenkeeper. He/she will also serve on the committee.

 

13)       The purchase of intoxicating liquor and all other goods for sale over the bar shall be at the absolute discretion of the committee. One member shall be elected to be in sole charge of the bar and will be known as the Bar Administrator. He/she will serve on the committee.

14)       Members of any bowls club visiting the club on the occasion of a match against the club shall on the day of such match be allowed the facilities of the club as temporary members. All temporary members must sign the visitor’s book.

 

15)       A member may introduce friends as his or her guest subject to the member and the guests signing their names in the visitor’s book.

 

16)       The property of the club shall be vested in the Snowdown Welfare Management Committee of which the bowls club is a section.

 

17)       The Annual General Meeting shall be held each year: seven days notice must be given. Ten shall form a quorum.

 

18)       An Extraordinary General Meeting may be called by the committee on their own resolution or at the signed request of any ten members. Seven days notice must be given and the subjects for discussion must be specified in the notice  and only those subjects discussed.

 

19)       Competitions: all rounds must be completed by the date specified for the said round, the player or players at fault will be automatically eliminated.

 

20)       A member serving on the committee is not permitted to officiate at any other bowls club with the exception of county or league duties.

 

21)       Non members may use the green on payment of a green fee and provided that they are accompanied by a full member.

 

22)       The rules of the club may only be changed at a General Meeting.

 

23)       Only fully paid up members may vote at a General Meeting.

 

24)       Complaints

            Should a member have cause for complaint for any reason, it must be put in writing and passed to any committee member to be dealt with at the next committee meeting.  Complaints in any other form will not be accepted.

 

25)       The outdoor green shall be available during the playing season for members to play from 12.00pm. Any member wishing to play before this time shall seek the permission of the greenkeeper.

  1. Title

    1. The club shall be called Aylesham and Snowdown Welfare Bowls Club, hereafter referred to as “the club”, and shall be affiliated to Bowls England and the Kent County Bowling Association.

 

  1. Objects

    1. To foster and promote the sport of flat green bowls at all levels, providing opportunities for recreation and competition. Further to provide facilities for various indoor mat activities during the winter.

 

  1. Membership

    1. Membership of the club shall be open to any person, regardless of race, age, gender, sexual orientation, religious belief or ability. Application for membership must be made by completing an application form and submitting it to the general committee for approval. On acceptance of membership the subscription as determined by the club shall be paid. Membership and locker  fees are due by 31st January each year and the amount shall be determined by the General  Committee. Failure to pay subscription on time will result in lapse of membership. The General Committee may refuse membership if they have good reason to believe that the applicant would be a disruptive influence or would prejudice the reputation of the club.

 

  1. The following are the class of memberships available

      3.2.1 Full Membership entitles the member to make full and free use of club facilities both for summer and winter activities. Full membership subscription applies, and such members may vote at general Meetings.

      3.2.2 Junior Membership applies to members under 18 and in full time education. This class of membership entitles the member to make full and free use of the club facilities with the exception of the bar. Half membership subscription applies, and such members may not vote at General Meetings.

      3.2.3 Honorary Life Membership may be conferred on a member at an AGM only on the recommendation of the General Committee. Such members have full member rights and are entitled to make full and free use of the club facilities for summer and winter activities. This class of member    does not need to pay a subscription and may vote at General Meetings.

      3.2.4 Casual Membership may be taken on 3 occasions on the payment of a green fee and provided that the casual member is accompanied by a full member.

      3.2.5 Members of visiting bowls clubs attending to play in a match, or as a spectator for a match, shall be allowed the use of the facilities for that day.

 

4. Officers

4.1 The Executive Officers of the club are the Chairperson, Treasurer, and Secretary.

 

5. Election of Officers

5.1 The above officers shall be elected at the Annual General Meeting.

 

5.2 In addition the Annual General Meeting shall elect a President a Bar Manager, a Greenkeeper, a Vice Chairperson, an Entertainments Secretary, a Vice President and 2 General Committee members.

 

5.3 All of the above officers may be of either gender, and are elected for a period of one year but may be re-elected to the same office or to another office the following year. The exception is the President who may only serve in this office for 3 years.

 

5.4 The Greenkeeper must be a full member to serve on the General Committee. If this is not the case then a member shall be elected to the General Committee who shall act as a link between the Committee and the Greenkeeper, and shall be titled the Green Ranger.

 

6. General Committee

6.1 The affairs of the club shall be controlled by the General Committee comprising of the above officers with the exception of the Vice President. In addition the General Committee will comprise of the Men’s Captain, Vice   Captain and Men’s Secretary/Fixture Secretary who will be elected at the       AGM of the men’s section: the Ladies Captain, Vice Captain and Ladies    Secretary/Fixture Secretary who will be elected at the AGM of the ladies section: the Short Mat Secretary who will be elected at the Short Mat AGM and the Long Mat Secretary who will be elected at the Long Mat      AGM. 5 shall form a quorum. All General Committee members must be either full or honorary members.

 

6.2 The duties of the General Committee shall be:

 

      6.2.1 To control the affairs of the club on behalf of the members.

 

      6.2.2 To keep accurate accounts of the finances of the club through the club Treasurer. These should be available for reasonable inspection by Members, must be examined by the appointed auditor before every AGM and must be put forward for acceptance at every AGM. The club              shall maintain a bank current account, any cheques drawn against club funds shall be signed by the Treasurer and one other officer.

 

      6.2.3 To co-opt additional members to the committee if the committee feels that additional skills would be advantageous. Co-opted members do not have voting rights.

 

      6.2.4 To make decisions on the basis of a simple majority vote. In the case of equal votes the Chairperson shall be entitled to a second and casting vote.

 

      6.2.5 To monitor the activities of the section committees as detailed in 10.1 to 10.4, and to appoint and monitor any other sub committees necessary to fulfil the club’s business.

 

      6.2.6 To monitor the activities of the bar through the Bar Manager who is elected to be in sole charge of the bar. The purchase of intoxicating liquor and all other goods for sale over the bar shall be at the absolute discretion of the General Committee. Under no circumstances shall sale of alcohol be made to persons under 18.

 

7. General Meetings

7.1 The Annual General Meeting shall be held not later than the end of November each year. 28 clear day’s written notice shall be given to Members of the AGM by posting a notice on the club notice board. Members must advise the Secretary, in writing, of any business to be considered at the AGM at least 21 days before the meeting. The Secretary shall circulate the agenda together with any proposed motions not less than 14 days before the AGM.

 

7.2 The business of the AGM shall be to:

     

      7.2.1 Confirm the minutes of the previous AGM and any other General Meetings held since the last AGM.

 

      7.2.2 Receive and adopt the audited accounts for the year from the Treasurer.

 

      7.2.3 Receive annual reports from the relevant members of the General Committee.

 

      7.2.4 Agreement of a person to audit the annual accounts.

 

      7.2.5 Elect the officers and members of the General Committee as detailed in 5.1 and 5.2.

 

      7.2.6 Transact other business received in writing by the Secretary as governed by 7.1.

 

7.3 Special General Meetings may be convened by the General Committee on their own resolution or on receipt by the Secretary of a request from not less than 10 members. 14 days notice of such a meeting must be given and the subjects for discussion must be specified in the notice, and only these subjects shall be discussed.

 

7.4 A list naming officers for election to the General Committee, as detailed in 5.1 and 5.2, together with space to name a nominee, proposer and seconder must be placed in a position visible to both genders, at least 28 days before the end of the outdoor season.

 

7.5 At all meetings the Chair will be taken by the Chairperson or Vice Chairperson.

7.6 Decisions made at a General meeting shall be by a simple majority of votes from those members entitled to vote and in attendance at the meeting. Proxy votes are not allowed. The Chairperson shall have the power to call for a secret ballot and must call a secret ballot if more than 25% of members present wish one to be held. In the event of equal votes the Chairperson shall be entitled to a second and additional casting vote.

 

7.7 20 shall form a quorum.

 

7.8 Each member shall be entitled to one vote at a General Meeting

 

8. Alterations to the Constitution

8.1 With the exception of 10.1 to 10.4, any proposed alterations to the club’s constitution may only be considered at a properly convened Annual or Special General Meeting. Alterations must be put to the members in writing at least 14 days before the meeting. The alterations must be duly proposed and seconded   and shall be passed with a simple majority of those members present.

 

9. Discipline

9.1 The General Committee shall have the sole power to elect persons to membership and to expel or suspend members.

 

9.2 In the event of disciplinary action the General Committee shall have sole power to act and must conduct any disciplinary action within the guidelines set down by Bowls England.

 

10 Section Committees

10.1 A Men’s Committee shall have responsibility to manage all aspects of the Men’s bowling activities. The Men’s Committee shall comprise of a Chairman, Captain, Vice Captain, Secretary/Fixture Secretary, Competitions Secretary and one selector, all of whom will be elected at a Men’s AGM. The Captain and Vice Captain will share the responsibility for friendly matches and one of them will be nominated to take the weekday matches and the other will take the weekend    matches. All club representative matches will be picked by the two captains plus the selector, with any decisions by majority vote. The Men’s Committee shall meet with a frequency during the season determined as events require. The Men’s Committee shall call an AGM during October and shall post a notice of the date together with a list for nomination of officers during the first week of September. Members of this committee shall serve for one year, but may seek re-election. 

 

10.2 A Ladies Committee shall have responsibility to manage all aspects of the Ladies bowling activities. The Ladies Committee shall comprise of a Chairlady, Captain, Vice Captain, and Secretary/Fixture Secretary, all of whom will be elected at the Ladies AGM. The Ladies Committee shall meet with a frequency during the season determined as events require. The Ladies         Committee shall call an AGM during October and shall post a notice of the date together with a list for nomination of officers during the first week of September. Members of this committee shall serve for one year, but may seek  re-election.

 

10.3 The Short Mat Secretary shall call an AGM during April when a Secretary for the coming season will be elected. This newly elected Secretary to serve on the General Committee with immediate effect. The Secretary of this section shall serve for one year, but may seek re-election.

 

10.4 The Long Mat Secretary shall call an AGM during April when a Secretary for the coming season will be elected. This newly elected Secretary to serve on the General Committee with immediate effect. The Secretary of this section shall serve for one year, but may seek re-election.

 

10.5 The above 4 committees only have jurisdiction within their relevant activities. They have no executive power over general management issue nor do they have any power to make decisions relating to finance. Any call for funds must be referred to the General Committee.

 

10.6 Each of the section AGMs has power to change the constitution within points10.1 to 10.4, but only in so far as it affects that sections day to day activities.

 

10.7 None of the section committees or section AGMs has the power of dissolution, but must refer such an issue to the General Committee. In the event of dissolution of the club, all assets pass to the Aylesham & Snowdown Welfare.

 

11. Complaints

11.1 Complaints will only be considered if made in writing to the relevant committee. Anonymous complaints will not be considered.

 

12. Green Availability

12.1 The outdoor green shall be available for play during the playing season from 12 noon daily. Any member wishing to play before this time may do so with the permission of the green keeper.
